1980 Moscow
The Soviet invasion of Afghanistan led then U.S. President Jimmy Carter to not only place a grain embargo on the Soviets and end the SALT II talks, but also boycott the 1980 summer games. The 1980 Olympic Games saw only 80 countries compete due to the U.S. led boycott.
